Šešerius metus už nuomojamą pusantro kambario butą sostinės širdyje, Pylimo gatvėje, 480 eurų mokėjusi vilniečių pora teigia, kad vos per naktį priversta ieškotis naujos gyvenamosios vietos. Mažėjant būstų pasiūlai ir kylant nuomos kainoms rinkoje buto šeimininkas kainą pakėlė daugiau nei perpus – iki 780 eurų. Nesutikus su iškeltomis sąlygomis porai iš buto teks išsikraustyti mažiau nei per mėnesį. Panašiomis istorijomis dalinasi ir kiti Vilniaus gyventojai. Kas lemia tokį nuomos kainų kilimą ir kada tikėtis jų kritimo?
Vilnietei Ilonai (tikras vardas redakcijai žinomas – aut. past.) ir jos vyrui nuomotojas po šešerių metų iškėlė ultimatumą – nuo šių metų liepos 1 d. jie privalo mokėti 300 eurų didesnę sumą arba ieškotis naujos gyvenamosios vietos.
Pora teigia apsisprendusi ieškoti naujo būsto, tačiau tikina nesuprantantys, kodėl nuomotojas pasielgė „neetiškai, nenuosekliai keldamas kainą ar pasiūlydamas diskutuoti dėl kėlimo procento, o tiesiog pastatydamas prieš faktą, kad kitą mėnesį kaina jau bus kitokia“.
„Bandėme derėtis net dėl 700 eurų, tačiau buvo griežtai pasakyta, kad nuo sekančio mėnesio kels nuomą 300 eurų, kitaip turime išsikraustyti iki liepos 1 dienos. Taip neatgautume 2 mėnesių depozito [nes butas nuomojamas iki 2023 metų vasaros]. <….> Dėl 100-150 eurų net nebūtume nieko sakę“, – nurodė ji.
„Mūsiškis buto savininkas, deja, tik siekia naudos sau, o butas niekad nebuvo remontuojamas, net sienas patys dažėme. Tad supratingumas ne abipusis ir mums svarbu, iš ko nuomojamės, nes tai – namai. O kai kuriems mūsų draugams net nelabai yra pasirinkimo, nes daugelis negali mokėti 800-1000 eurų už butą, nes per 3 mėnesius pajamos taip nešoktelėjo.
Broliui kaina pakilo nuo 650 iki 1000 eurų. Aš suprantu kainos kėlimą iki 30 procentų. Bet tai tiesiog nežabojamas gobšumas rinkoje šiuo metu“, – pasakojo ji.
Panašioje situacijoje teigia atsidūrusi ir ketverius metus sostinėje gyvenanti Kotryna (tikras vardas redakcijai žinomas – aut. past.). Pasibaigus sutarčiai su nuomotoju jai buvo pasiūlyta analogiška situacija – mokėti daugiau arba išsikelti iš būsto. Tiesa, suma kiek mažesnė – 120 eurų, todėl jame ji nusprendė pasilikti.
„Rimto paaiškinimo, kodėl nuomos kaina keliama, tikrai nebuvo. Šeimininkas tiesiog pasakė, kad už tokią kainą, kokią mokėjome, Naujamiestyje butų jau seniai nebėra, ir pasiūlė prasitęsti sutartį mokant daugiau arba išsikelti. <…> 730 eurų už studio tipo butą yra daug, bet bent jau vasarą, nesant šildymo sezonui, tikrai liksime“, – naujienų portalui tv3.lt pasakoja Kotryna.
Ekspertas: nuomos kaina gali kilti iki 10-15 proc.
Išgirdęs istoriją apie 300 eurų pakilusią nuomos kainą Lietuvos nekilnojamojo turto (NT) plėtros asociacijos vadovas Mindaugas Statulevičius sako, kad tokia suma yra spekuliatyvi ir nesąžininga nuomininko atžvilgiu.
Sprendžiant šią situaciją, anot jo, pirmiausia reikia išsiaiškinti, ar nuomotojo ir nuomininko santykis yra įteisintas – ar yra pasirašyta sutartis, įregistruota Registrų centre. Tokiu būdu būna sukeliamos teisinės pasekmės – ja būtų galima vadovautis teisme. Jeigu sutartis yra tik sudaryta raštu, galimybės yra gerokai mažesnės prašyti teismo išspręsti situaciją.
„Lietuvoje neretai yra nuomojama nesudarant jokių sutarčių, pinigai yra priimami grynais pinigais, nefiksuojant nuomos išlaidų. Tai žmonės atsiduria nelabai malonioje padėtyje ir nemokėdami mokesčių jie sau apsunkina gyvenimą tokiomis situacijomis“, – sako jis.
„Jei sutartyje nurodyta nuomos kaina fiksuota – 550 eurų, pasibaigus laikotarpiui ji gali būti pratęsta padidinus kainą tam tikrose ribose – iki 10-15 proc. Jei sutartis yra pažeidžiama, nuomininkas turi teisę kreiptis į teismą ir reikalauti, kad kaina nebūtų keliama ir būtų laikomasi sutarties. Aišku, tokio ginčo atveju nuomotojas gali sakyti, kad jis susimoka netesybas ar baudą, kuri sutartyje turi būti numatyta ir tik tuomet kainą pakelti kitam nuomininkui. Tai tokie spąstai neretai būna nuomininkui – nutrauksi, tai liksi be nuomojamo buto ir ieškosi kito“, – priduria M. Statulevičius.
Lygindamas pernai metų gegužės-birželio mėnesio būsto nuomos rinkos kainas, M. Statulevičius pastebi, kad šiais mėnesiais šoktelėjimas kai kur buvo fiksuotas net iki 30-50 proc. Didžiausi nuomos kainų šuoliai fiksuoti Vilniuje ir Klaipėdoje.
„Klaipėdoje yra nedidelė, todėl padidėjus žmonių srautui dalis nuomotojų pradėjo tuo naudotis – kelti nuomos kainos esamiems ir nuomoti už didesnę kainą būsimiems nuomininkams“, – kalbėjo NT plėtros asociacijos vadovas.
Kas lemia nuomos kainų kilimą?
Dabartinį nuomos kainų augimas lemia tiek fundamentalūs, tiek vienkartiniai efektai, sako ekonomistas Aleksandras Izgorodinas.
„Kalbant apie fundamentalius efektus, tai labai didelės įtakos turi bendras Lietuvos ekonomikos ciklas – kylantys atlyginimai, didėjanti gyventojų perkamoji galia ir tai atsispindi ne tik nuomos kainose, bet ir infliacijoje. Verslai ir nuomotojai mano, kad gyventojai atsigauna, kyla jų atlyginimai, todėl kainos yra keliamos. Mes turime tam tikrą vartojimo bumą, infliacinį vartojimo bumą. Tai iš dalies veikia ir nuomos kainą“, – nurodo jis.
Kaip vienkartinius efektus A. Izgorodinas įvardija imigrantų skaičiaus šuolį, susijusį su karu Ukrainoje ir ribota būsto pasiūla.
„Problema, kad pasiūlos atžvilgiu Lietuvos būstų rinka nebuvo pasiruošusi tokiam potencialių nuomininkų šuoliui – paklausa akimirksniu išaugo. Pasiūla būsto rinkoje yra inertiškas dalykas, kurio greitai nepatikrinsi, o tai irgi galėjo turėti tam tikros įtakos, kad nuoma padidėjo“, – pabrėžė ekonomistas.
Antrindamas A. Izgorodinui, M. Statulevičius išskiria dar vieną priežastį – Lietuvos rinkoje trūksta būstų įsigijimui. Pasak jo, žmonės, neradę tinkamose lokacijose įsigyti būsto, nusprendžia jį nuomotis.
„Metus ar du, kol išsirinks būstą ar pasistatys namą. Tai yra nuo praeitų metų atsiradusi aktualija, kuri nuomos rinką labai stipriai paveikė“, – kalba jis.
Kada nuomos kainos pradės kristi?
Ieškantiems būsto nuomai A. Izgorodinas turi gerų žinių šių metų antrąjį pusmetį. Tikėtina, kad tuomet nuomos kainos stabilizuosis, o jau kitų metų pradžioje – nukris.
Šis pokytis bus susijęs su dviem aspektais: „Pirmiausia, visi išankstiniai indikatoriai rodo, kad tiek JAV, tiek euro zonos ekonominis statusas gerėja, ir, bendra ekonomistų nuomone, kiti metai bus ganėtinai sudėtingi pasaulio ekonomikai. Tai paveiks ir Lietuvos ekonomiką – ji nebus tokia stipri, kokia buvo iki šiol. Tai atsilieps tiek gyventojų atlyginimams, tiek perkamajai galiai.
Taip pat yra vis daugiau požymių, kad gyventojai, kurie atvyko į Lietuvą, po truputį dairosi galimybių grįžti atgal į tėvynę. Manyčiau, kad ilgainiui mes nematysime to disbalanso tarp būsto paklausos ir pasiūlos kaip mes matome dabar. Turbūt geopolitinė situacija šalyje rodo, kad Ukrainos gyventojai labai laipsniškai, bet dairosi grįžti į Ukrainą“, – sako jis.
Ką galima išsinuomoti už 500 eurų?
Įprastai pasaulyje nuomos rinkoje dalyvauja fiziniai, juridiniai asmenys ir miestų savivaldybės, turinčios nuomojančių būstų fondus. Lietuvoje ilgą laiką dalyvavo tik fiziniai asmenys, o pasiūla iš verslo atsirado visai neseniai – nuomojami bendro gyvenimo apartamentai, kurių atsiranda po kelis šimtus į metus Vilniuje ir Kaune.
„Bet savivaldybės neturi jokio nuomos fondo. Tai reiškia, kad mes esame ganėtinai priklausomi nuo to, kiek fiziniai asmenys pasiūlys būstų nuomai – kiek nupirks jų ir kiek išnuomos, todėl ta pasiūla yra ganėtinai nedidelė. Dar sausį-vasarį buvo apie 2 tūkst. būstų nuomojamų pasiūloje Vilniuje, o jau šiuo metu svyruoja tarp 400-450 – sumažėjimas yra didelis“, – sako M. Statulevičius.
Norintiems išsinuomoti butą už 500 eurų tektų suskubti – lankomiausiame NT portale vos 65 pasiūlymai. Dauguma jų – Vilniuje. Už tokią kainą dažniausiai siūlomi nedideli 1-2 kambario butai miegamuose miesto mikrorajonuose – Šeškinėje, Fabijoniškėse, Pašilaičiuose. Trys pasiūlymai – Naujamiestyje.
Kaune ir Klaipėdoje už 500 eurų galima išsinuomoti ir erdvesnį, trijų kambarių butą. Kaip ir Vilniuje, čia dauguma siūlomų butų yra senesnės statybos daugiabučiuose.
M. Statulevičius sako, kad ieškantiems būsto vasarą reikia atsižvelgti ir į šildymo kaštus: „Nuomojantis vasarą matomi vieni skaičiai, žiemą teks papildomai sumokėti. Kaip žinome, šiemet šildymo kaštai bus didesni, todėl tų pinigų reikia atsidėti truputį daugiau“.
Tikėtina, kad nuomos kainos dėl pasiūlos stygiaus gali pradėti augti artimiausiu metu, priduria NT plėtros asociacijos vadovas.
„Pavasarį jau girdėjau atvejų, kai tėvai norėdami užsitikrinti, kad vaikai turės kur gyventi atvažiavę studijuoti, jiems išnuomoja būstus nuo balandžio ar gegužės ir sutinka tą nuomą mokėti iki rugsėjo, nors būstas stovi tuščias, tikriausiai bijo, kad brangs arba neliks. Tai būstų ieškoma jau dabar – vasaros pradžioje.
<…> Kai bus nauja paklausa, naujas studentų srautas nuo rudens, gali tekti truputį daugiau mokėti už nuomą jau ne tokiomis studentiškomis kainomis, kokios buvo“, – sako jis.
